(Received Feb. 14, at 10.19 a.m.) The Commonwealth Naval Director's report on Australia's naval preparedness is anything but optimistic. The director repeats his recommendations of December last that the Commonwealth should be provided with three cruiser destroyers, 16 torpedo boat destroyers, and 15 first and second class torpedo boats, these to be provided over a period of seven years. The'annual cost would be £330,000. This, lie considers, will provide a defence that is not designed as a force for action against jiostilo fleets, which 'is Die province of the Imperial fleet, but as a line of defence necessary to secure a naval base at populous centres and the principal ports of commerce.
