That ' this 'meeting is strongly 'of opinion that tile.time has arrived for the ■payment of teachers to bo placed upun some other: basis than that of average attendance, which is uiijusfc and inequitable. That until such tinio" as the payment of teachers' salaries is placed upon'a different basis, all half-days upon which the attendance is less than sixty-six and two-thirds of tho roll number' for the time being should he omitted from the calculation of tho averago attendance. "4, That.a codc of instructions ho drawn up for tho guidance of teachers' and inspectors. "5. That the Minister of Education be asked to introduce legislation to' centralise the inspectorate." It was also agreed to'ask the Minister' to give every encouragement to cottago gardening, It has been reported-that the department is about abolish the capi-. tation grant. for" this subject, and tho institute is of the opinion that it is one of the best subjects in the syllabus, taken .asthetioally, practically,, or as a Nature study. . .' ■ ' It will be remembered that last month tho combined conference representing the Ounedin and Suburban Schools' Committees' Conference and the Superannuation Committee (appointed by the Committee of Management of the Otago (Educational Institute) set up a sub-committee to outline a. scheme to which general support could be giyon. After details 'wero outlined by the sub-oomniittce, Messrs Scott, Davidson, and Jeffciy were appointed to draw up a table showing the results of the conference in. comparison-with tho railway and police schemes. This .was done and forwarded to tho Executive of the New Zealand ■' Educational Institute. At the meeting concluded on Tuesday the details relittiiitj to the teachers' scheme wero considered, adopted in the following slightly modified form, and sent to the Right Hon. the Premier:— BASTS OF A' SUPERANNUATION SCHEME FOR TEACHERS. April 22, 1905. Contributions.—lt is icconunended that a superannuation fund be established on a 5 per cent, basis; that is, eventually, all con--tribnlinns will be made at the. rate of 5 per cent.,of salary for the time being. Calculation of Annuity.—lt is recommended that the basis of calculating the annuity shall be the averago salary during the whole term of service. Benefits.—lt is recommended that the benc- | fits dispensed by the fund shall be based on ; sixtieths, with a' maximum of three-fifths' (hat is, one-sixtieth of average salary during tho whole term of service shall ho given for cacli year of service, but no year shall be counted aftor the 'thirty-sixth year. Retirement.—lt is recommended that the age o! retirement shall bo:—Men: Optional at GO. compulsory at 65 years of age—absolute. Women: Optional nt 55, compu|sory at CO ycors of age.' . . Voluntary Withdrawals.—lt is recommended that'in tho case of .contributors to tho fund voluntarily withdrawing from the teaching profession 75 per, cent, of their total contributions shall be Tcturncd to them.

Maximum Annuity of Immediate Beneficiaries.—Tt i;; rccammendcd that, beneficiaries bs allowed to retire sit once. The maximum annuity lor servico rendered prior ■to the coming into operation ot the Superannuation Act shall bo £120. Contributors to Fund Retiring " Medically Unfit. '—It is recommends that the wliole of the contributions, w'thout interest, be returned to a contributor to the fund retiring 11 moditally unfit" who liaß rendered less than 10 years' servico: any contributor who has ren-. dcred more than 10 years' service shall be entitled to an annuity calculated as provided in clfiuao . Broken Service—lt is recommended that any proposed bill shall include service that may have been broken through no fault of the contributor. Widows and Orphans.—lt is recommended that in a superannuation scheme for teachers provision be made-for allowances for widows and orphans'.
