Smith; secretary of the Scenery Preservation Commission, wrote stating.that after consideration the commission had conic, to tho conclusion that it could not'-see its", way to moke any rccoinmondation in the case of tho Glen.—iiocoived. ....'■ The Mayor of Dunodin (Mr T. K. Christie) wrote', enclosinc a draft .of the constitution of the Advance Otago League, asking the council to give it careful consideration. The oouncil would be duly notified with reject to a contemplated meeting for the purpose of inaugurating the movement.—Received. R. Wilson, Maryhill terrace, wrote enclosing a plan of two sections of land situated in Maryhill terrace, and asking,.that tho seal of the council .be placed upon, tho plan, as ho wished to put the said lond'under the new Transfer Act.—Referred to tho "Works Committee for report. E. '8. Mantz wrote as follows:—"For over, 12 months I' have corresponded with your council; and scarcely one of your ordinary meetings has taken place without your receiving a letter from me dealing with some vital question affecting the borough. Of these 'letters, some hnvo been wholly suppressed, some fearfully mutilated, nud a few handed ovor to.the Tramway Committee. It would therefore be futile to continue the correspondence, seeing that.it would only subject mo to fresh insult and discourtesy. As' t there is now a liatepayers' Association in the course of formation, I will bid you a respectful farewell, vahd. trust that the now council will be more amenable to reason than the present, and more disposed to pay attention to the complaints of-residents of the borough."—Tho letter was received without comment. James Annand wrote on behalf of Mr Solomon, who had purchased Mr Tapper's place in Belleknowes, asking that a connection be made for a drain to the council's channels from the cottage and laundry. The Finance Committee recommended that the Mayor and town clerk interview Mr Payne, solicitor, re the position of tho rates, given him for collection; that the collector issue notices re overdue rates, and if not. paid within 14 days legal proceedings to be taken for th'oir recovery—those who have paid their rates, but who refuso to pay tho 10 per cent, penalty, to be similarly treated; that in connection with the £3000 loan a sinking fund be now created of.-l per cent., to bo yth\ half-yearly.. Tho committee also recommended that tho monthly pay-sheet be passed for payment, as follows:— jJistrict fund account, £340 8s lid; 'tramway rovenuo account, £541 10s Id;.tramway loan account, JE325 14s lid;—total. £1207 13s lid. The committeo reported that Messrs'Bathgate and Woodhouse had written enclosing' receipt" from Mr E. Roberts in full payment of his claim; that iUhad been decided to.take, legal proceedings against all those who are in arrears for drainage rates; and that in rogard to the application of the Drums 1 - Lodge ;for the use of tho new Council Chambers for a meeting place, the chambers be open for engagement, but at urescnt tho council is not ill a position to fix'the charges— Adopted. - The .Treasurer reported that Mr Stansfio'.d had finished his contract of collecting the dog fax, and that ho had collected the tax for 01 dogs, which, with what whs collected previously (58), made a total for the year 1904 of 110 'dogs.—Received. The Tramways Committee' recommended with re.'ciencc to' Mr William Bennett's offer . of od per load up to 500 loads of earth from Elgin road formation works that the offer he referred.to the chairman of works to dispose of the material to the best advantage. The ' committee also reported that Mr D. R. Eunson, engineer, had written offering his services as manufacture* =' dgoat. and' that Mr E. E. Stark had written offering his services .in electrical matters.. It was recommended ' that tenders be called for a now rope for main line, returnable on February 27 at 5 p.m.; that the engineer invite applications for a , greater; that the town clerk write Matbeson '. Bros, to start more men at top of curve above : Queen's drive, one gang, to work down to drive and one to tramslied; that tho bal'.ast on tho main line be composed of Sin of plain ljin metal, Hin of tarred metal, and Mn of tarred screenings from Clark street upwards, and at street crossings ail' extra 2in of concrete be put in; that ballasting of the extension : line be composed of 4in of ljin inclal, ljin-j •' of tarred metal, and Jin of tarred screenings.— ' Approved. . .' The Works Committee reported as follows: : That W. .1. Brown's application for footpath repairs in Waller street lias been attended to; that Mar)- M. Walker's complaint re overflow from drain, etc.,.Osborne terrace, will be' , attended to as far as possible; that W. E. Elder's request and petition from Maryhill ; residents with reference to the state of tho j streets is being attended to; that W. D. Lockhart's complaint ro culvert, sewerage, etc., in Clyde avenue will be attended to as soon as possiblo. The committee recommends that ashes b? put on footpath on south sido of Roscbery street and footpaths; that accounts be sent out for footpaths and channelling, and that .the charge for same be 2s 9d per yard, being one-ha>'f cost' of saine, and also that all other accounts for ■ works bo sent out; that a barricade be erected, of old wood from tram line m Brunei street to provide a tip for material from tho ■ tram line excavations, estimated cost £4 (labour only); that tho work in Cooper street (as per foreman's report) be carried out, estimated cost £t> 18s fid; that the work of forming and making asphalt footpath in Appold street (as per foreman's report) bo carried out, estimated cost £26 10s; that the footpaths be repaired and top-dressed' in Eglintoii' road, Keidpath road, Glen, Argyle street, and Lawrence street; that 20 barrels of tar be ordered for top-dressing purposes; that the footpaths in Elgin-road and'Argyle street be lowered where the roadway has been excavated to bring them to a level with the roadway; that Mr Glendining bo notified that owing to his heavy traffic the streots are being cut up,- and are costing a great deal to keep them in repair, and that the council will make a charge for same at. the end of tho year; that the foreman arrange with the Tramway Committeo for Mr Ferry to get the stones ' lying in Argyle street for packing for tramline extension contract, and that the foreman provide an estimate of cost of metal delivered as required along Elgin road .tramline.—Approved.
