Mr Harper left New Zealand in October, 1903, with the object of proceeding to San Francisco to take up an appointment in a bank there, but on arriving at his destination he was not allowed to land, and was forced to return to this colony, being refused permission (o go to Vancouver to enter a branch of the bank at that place. At Honolulu he wa3 removed from ih-3 mail steamer during her stay in port and detained in custody until she sailed -again, The Premier, through the Agent-general, brought the case under tli6 notice of the Colonial Secretary, and the Foreign Office brought the ease before the United Stato Government. .
