(Received (Feb. 14, at 10.8 a.m.) There is such a widespread difference of opinion oil tlie proposals to take over tlie Stale debts and tlie establishment of oldage pensions, both of which are under the separate consideration of the State Premiers, that it is unlikely that the Joint Conference will arrive at an agreement. It is understood that the State delegates consider a 1 per cent, sinking fund impracticable. They also wish to reserve the right to -borrow within their own borders.
