(Received Feb. 11, at 9 a.m.) Two hundred delegates, representing the R'henish strikers, recommendi the resumption of -work on the grounds that funds are exhausted ami that reliance may be placed on the Prussian Government's promise of immediate legislation to redress their grievances. They consider that 1 the strikers are crushragly defeated. Many of the strikers are furious at the surrender, but the majority are likely to acquiesce.
