(Received August 8, at 8.47 a.m.) In consequence.of the .serious representations of tho British Ambassador at Constantinople regarding the position of affaire in Armenia, tho Porto holds the Valis personally responsible for Kurdish excesses. The Vali of Erzeroum informed the Russian Embassy that GOO armed Huitehakists from Russian territory compelled the' Armenian villagers in tho Sasuin district to take refuge in the mountains.
