'A CHINESE REFUSAL. AMERICA'S PROTEST. . Press Association—By Telegraph—Copyright: LONDON, April 27. (Received April 28, at 10.33 p.m.) China has sent a formal refusal to Russia's Manchuriau demands. April 28. (Received April 28, at 11.30 p.m.) The New York correspondent of The Times says that public indignation against Russia's proceedings in Manchuria is hourly rising. The newspapers are mostly condemnatory.
Mr Conger, American Minister to China, has protested to Prince Ching against the Russian proposals that no more towns in Manchuria should he opened to foreigners, and that only Russians should he employed in China's foreign service.
