I am desirous of seeing the Free Public Library in active operation as scon as possible, and believe that the Council should at once take steps to make Mr Carnegie's promised gift available to the public by deciding on an eligible site. I am also strongly m favour of the establishment of public baths and gymnasium, if the necessary arrangements can be made, and o{ providing recreation grounds for the people.' The above matters refer, of course, to the city as a whole; but if you do me the honour of re-election the. needs of South Ward will always have my best attention.
