(Received March 3, at 9.10 a.m.) At the instance of Admiral Dewey and Captain Mahan, the American Senate has substituted 12,000-ton for the proposal accepted by the House of Representatives 'for 16,000-ton battleships, on the ground that smaller vessels permit of easier handling. President Roosevelt supports tho House Committee, and is backed by Admirals Bowles, O'Neill, Bradford, and Melville. The President's idea is that battleships should bo self-contained and independent of auxiliaries. President Roosevelt declares that the attitude of the Southerners will not induce him to vary by a hairbreadth his policy in regulating negro appointments.
