President Roosevelt supports tho House Committee, and is backed by Admirals Bowles, O'Neill, Bradford, and Melville. The President's idea is that battleships should bo self-contained and independent of auxiliaries. President Roosevelt declares that the attitude of the Southerners will not induce him to vary by a hairbreadth his policy in regulating negro appointments.
