Tho Times' Vienna correspondent says that the Sultan's widening of the sphere of reforms is considered in some quarters as an attempt.to prevent their realisation with a view to deliberately arousing Albanian fanaticism. (Received March '3, at 1.3 a.m.) Tho New York Herald's St. Petersburg correspondent attributes the Russian military activity not .to the condition or affairs iu Macedonia, but in the Far East.
