A BLACK SEA CANAL

(Received March 2, at 11 p.m.) It is reported in Odessa that an AngloRussian syndicate has undertaken to construct a Black Sea canal, capable of affording passage to the heaviest warships. The work will chiefly consist in dredging the existing river channels.
