(Received March 1, at 5.30 p.m.) Six hundred municipal and other delegates at the Guildhall Conference resolved, with only two dissentients, that the responsibility for finding work for the unemployed should be undertaken jointly by the local authorities and the Central Government, and that legislation is necessary to empower both to deal adequately with the problem. Sir John Gorst recommended tho establishment of labour bureaus, the restriction of alien immigration, and the inauguration of public r—ks as palliatives. A general impu in the condition of the people would be among the curatives.
