LONDON, March'3o/ (Received March 31, at 4.5*' p.m.) Tho St. Petersburg newspaper Novoe Vreiiiya states that the Corean Ministers for Justice and the Interior have been banished for a conspiracy. It .wail intended to dynamite the official quarters of the Eussian Resident at Seoul, with the object of provoking the advent of foreign troops to protect the French Ministry. The plot failed 'owing to discord between conspiring Ministers. Advices from Yokohama state that three officers of the Japanese headquarters staff ; are '■ going to Seoul to investigate . tho matter. Newspapers at Tokio state that Japan is adopting a strong policy, and unusual activity prevails at the arsenals.
