Lyne on the constitution of the Federal Cabinet. Mr See is likely to succeed Sir W. J. Lyne as State Premier. (Received Dec. 21, at 11.2 p.m.) Addresses of welcome from ecclesiastical, commercial, and other.representative bodies were presented to Lord Hopetouu, who suitably replied. MELBOURNE, December 21. (Received Dec. 21, at 9.5 a.m.) The bill to increase the GovernorGenerars salary from • £10,000 to £20,000 was rejected by3s to 27. Lady Hopetoun and party have arrived at Perth on board the s.s. Lyne's selection to form the provisional Federal Cabinet, generally regard Lord Hopetoun's action as constitutional. Ultieial circles consider it unreasonable to ask the Imperial representative corps to remain in Melbourne till the end of May, at a cost of £500 daily, in order to attend the opening of Parliament. Lyne that he had no intention of entering the Commonwealth Parliament, but would do all he possibly can to help in forming the Ministry. The impression is growing that Sir W. J. Lyne will have no difficulty in forming an Administration. Sir G. Turner and Mr Holder arrive in Sydney to-morrow to confer with Sir W. J. Lyne.
