SpVakirig yesterday: at the luncheon given by (he Conservative. Union Conference, Lord Salisbury declared that there are matters 'still calling' fpr explanation in connection with South Africa, and " it may be that.we.slmli'halve .to scrutinise every step taken; but 'whatever attitude we assume towards the -past we must remember that on the issue ' of that great enterprise rests the glory and perpetuity of the British Empire. We must spare no effort to achieve an ultimate,' complete, and crowning success in South Africa.''
He also said . that the most pressing social question was that of overcrowding. The.existing'condition of affairs in certain congested centres was a scandal to civilisation: Their .first, duty was to provide, adequate and healthful habitations for the pool.. ~ ....
