Berlin, August 18, Queen Victoria wired to the German Dragoons congratulating them on the heroic charge against Marshal- Bazaioe's troops at Mars la Tour. Ten 'thousand, troops assembled to celebrate the anniversary of the victory, and decorated with wreaths the graves of those who fell on that day. • August 19. The Kaiser. .in layiug the foundation of tho memorial of the battla of -Gravelotte, said from the blood-stain <?d seed there had sprung a harvest of peace, German unity, and liberty. His grandfather had originated the European movement- to ameliorate the "condition of the working classes; and his memory lived in their hearts. The success of the army was traceable to its courage, honour, and- implicit obedience, qualities which, if maintained, would form' the basis of peace for Europe. ■
