Tne Mikado has issued a warning to hia subjects to be moderate in their behaviour. St. Peteesbueg, May 15. A telegram received here states that Japan claims the right to hold Port Arthur until half the indemnity is paid, Weihaiwei until the whole is paid, and Gorea until settled condition prevails in that country and its independence is secured.
