Viscount Wolmer will not apply for the title of Earl of Selbome until his question as to whether succession in the peerage vacates a seat in the Honse of Commons is decided. May 14. Mr Lowther, M.P., has given notice, of motion to impose a duty on foreigp barley and hops, and to adjust the beer duty. Lord Selbome (Viscount Wolmer) withdrew from the House of Commons at the request of the Speaker pending the decision of the House upon bis claim to retain his seat, j ej Sir W. V. Harcourt held it was impossible to evade the disability attached to a succession to the peerage, and Viscount Wolmer would be a peer whether he claimed the title or not. Mr Balfour-. concurred in the view taken by the leader of the House.
