Special—By Telegraph—Copyright. London, March 12. The Government are very anxious to prevent the spread of the boot striks, and are intervening with a view of settling, the difficulty. The Board of Trade officials are .negotiating with the employers,' and tbs men have been /asked to formulate thoir grievances with a view to theit settlement by means of arbitration. A section of the factory owners .is trying to extend the lock-out to all parts'of Eng-. land. , At present Scotland is not affected.
