The promoters of the National Trust, in connection with the meat export trade have formulated a scheme, which is now being considered by the agricultural and pastoral societies tbi-onghout the country. They urge the Government to pasa a bill to enable the stockholders of the colony to form themselves into a trust and develop the meat export industry; that power be given to levy a rate on all stock; that a sum of L 115.000 will provide ample funds to establish freezing and storage works in Melbourne, Geelong, Warrnamboo), Portland, and aoy suitable place in the country districts, this money to -be provided as required by the issue of debentures at 5 per cent, interest,'guaranteed by the .Govern^ meat. In order to provide interest and re-, payment' of the debentures a tax of only 2a per 100 sheep upon the 13,000,000 in Victoria would be necessary. This tnx would bring in a yearly income of L 13.000, whip!} would provide interest and pay off the principal in 15 years. A , proportionate tax on cattle would probably yield,L9ooo, which could be u>ed in redeeming the debentures or for tha purpose of assisting in opening up markets in various parts of the globe.
