Bishop Balwyn read a paper at the meeting of the Colonial Institute, in the course of which he said colonial Governments alone ought to import Kanakas, and care ought to be taken to limit the number of recrnits bo as to prevent the depopulation of the islands. He advocated the appointment of peripatetic officers to supervise the traffic, and said a native police force would be able to maintain peace at the islands. Sir George Grey took part in the discussion on the paper, and concurred in the viewß expressed by Bishop Selwyn. Lord Stanmore contended that recruiting ought to be conducted under the supervision of the Imperial Government. Sir J. F. Garrick, Agent-general . for Queensland, defended the existing system of j recruiting.
