The Piemier cabled to the Premier of i New Zealand 3 esterday in favour of a sola protectorate over Samoa by Great Britain in preference to any colony exercising tho right of a sovereign State without the means of enforcing order, The Premier sent similar messages to the Premier of Viotoria and the Agent-general for New South Wales in London.
