Winter, Attorney-general, states that eminent counsel in Great Britain declare it is illegal to apply the modus vivencli to Newfoundland or enforce the Treaty of Versailles. Sir Baldwin W. Walker, captain of H.M.S. Emerald, .has withdrawn the marines from Baird's lobster factories, and has agreed to pay damages for the illegal closing of these factories.
