LEGISLATIVE COUNCIL. TnnnsDAY, Jcly 25, The Cpancil met at 2.30 p.m. BETRAYING CONFIDENCE. The Hon. J. T. PEACOCK asked the Govern, meut whether the provisions of tho bill stated in the Lyttelton Times of the 19th insc. are those of any measures proposed to be iatro-1 duced by the Government for the management of the Lincoln School of Agriculture. The Hon. E. C. J. STEVENS, in reply, stated that he had been authorised to show it to one bon. member in confidence, but was unable to say how it appeared in the paper. The bill waa not an advanco copy—it was only a printed draft.

THE MEDICAL PEACTITIONEBS BILL. j On the motion of the Hon. E. C. J. STEVENS the Medical Practitioners Bill was referred to a select oommittee. EDUCATIONAL FRANCHISE. The Hon. G. M'LEAN in moving the second reading of the Educational Franchise Bill said it had already passed six times in the other House at various periods. The Hon. R. OLIVER said it was only ignorant clamour which called out against the present law. The question bad been calmly debated by the Council, and he looked upon the constant introduction of the measure as an insult to the Council.

The Hon. W. D. H. BAILLIB Hoped the Council would reject the bill, which he said was useless, and would only burden the Statute Book. He moved that it be read s second time this day six months.

The Hon. W. H. REYNOLDS believed the bill was approved by a majority of school districtp, and hoped it would pass. This was.the sixth time it bad been before the Council, and he thought that was a good guarantee that the measure was required.

The Hon. W. B. D. MANTELL Baid there were several bills whioh were known as " fads " allowed to pass in the other chamber simply because hon. members did not like to hurt their friends' feelings, but knowing full well that the Council in its good sense would reject them. He would support the amendment.

The Hon. Sir F. WHITAKER hoped the Council would let the bill go into committee, when many alterations could be made.

The Hon. G. M'LEAN, in reply, hoped that the Council would allow the bill to be lead a second time, because he was sure it was the wish of the majority, and it would be a danger to the present educational system if the Legislature did not take notice of the irritation that was now going on in connection with the cumulative vote.

The Council divided, and the bill was thrown out by 18 to 10. SECOND READING. On the motion of the Hon. L. WALKER the Town District s Bill was read a second time. ADJOUBNKD. The debate on the Becond reading of tho Criminal Evidence Bill was adjourned till next Wednesday. THK EXHIBITION BILL. On the motion of the Hon. G. M'LEAN the Dunedin Street Closing aud Licensing Bill was read a second time. , TRIENNIAL HCENSINB ELECTIONS.

The Triennial Licensing Bill passed through committee. The following new clauses were agreed to .—The Governor may from time to time as he may think fit remove from office any person now or hereafter to be elected or appointed as member of any licensing committee, and any Native assessor elected to serve on any licensing committee in a Native licensing district. Whenevor on extraordinaty vacancy shall occur in any licensing committee through the resignation of members thereof, the members resigning may continue to act until his successor is appointed. The bill was reported with amendments. The Council Mse at 4.25 till to-morrow.
