About 30 policy-holders were present at the first annual meeting of the Government Insurance Association convened for 2 o'clock this afternoon. The proceedings were immediately adjourned till this evening to an hour when it will be moro convenient for policy holders to be present. It is expected that the vexed question of the establishment of local boards will come on for discuasiuu, and that after yeßterday's lively proceedings at tho weekly meeting of tho Insurance Board there will be some excitoment to night. The meeting is of course only open to policy-holders. It ii pretty generally understood that there was s great display of feeling at yesterday's meeting,' and that serious passages at-arma took place between an elected member of the Board and someone olbo, tbe affair culminating in the expressed intention of the said member to sit no more as a member of the Board of Directors.
