Wellington, August 18:h. In the House today, Mr Macandrew gave notice to move on going into Committee of Supply as folio ws :—

1. Thst with a view to greater efficiency and economy in the government of New Zealand, it is expedient that the Colony should I.c divided into two distinct provinces, separated by Couk's Straits. ■-

2. That each.of the two provinces eliall have a legislature to be composed in the firat instance of the meinberß of tha Hnusa of Representatives in eft' h Idand, who, shill he elected to serve in

the next Colonial Parliament, and of a president, to be ekc;ed out of the paid members.

3. Tha president shall be the chief executive officer of the provinc-.and an integral part of the said Legislature. Ha shall possess the Bame functions in relation to the Provinciul Council m does the Governor towards the House of Repre?entatives.

4. That each of the Provincial legislatures shall have full independent and constituent powers of legislati-n and administration, us regards every matter and thing affscting the pe*ce, ord.r, and good government of the province, except aa hereinaf rer provided. 5 It ahull not bs lawful for any Provincial Legislature to make or ordain any law cr ordinance for any of thd purposes hereinafter mentioned : that is to say—(l) tha imposition or regulation of duties of cuatoma to ba imposed on the importation or exportation of any gnoda at any port or place in tue province ; (2) the establishment or ab_>liii.,n of any court of jidica.ure, of civil or orim nil. jurisdiction, .xceiJt courts for tying anil [I'lnisuiog such • ffancea as by the ■ law. of New Zealand, aro, or may bo, made punishable in a Bummary way, or alteiiug the - con. stifcution, jurisdiction, or practice of any Buch court except aa aforesaid; (3) regulating any of the current coin or the iasua of any bill? notes, or other paper currency ; (4) regulating thd weights and measures to be used in theproviuces or any part thereof ; (5) regulating the post-office and the orringe of letters within tha province; (G) establishing, altering, or repealing laws relating to bankruptcy or insolvency ; (7) the maintenance and erection of

beacons and lighthouses on the coast ; (8) the imposition of any dues or other charges on shipping at any port or harbour in the province ; (9) regulating marriages ; (10) inflicting any disabilities or restriction, upon persons of the Native raca to which persons of European birth would not also be eui jected ; (11) altering in any way the criminal law of New Zjaland, except so far as relate-a to the trial and punishment of such off inoes aa am now or may [bo by the criminal lnvn if New Z?aland I punishable in a suomury way as aforesaid; ;(12) regulating the dutae of inheritance of real |or personal property, or &ffacting the law relatling to wills.

6- The General Assembly of New Zaaland shall, until otherwise determined, continue aa at present constituted, and shall have exclusive power and authority to deal with those subjects herejabefore mentioned as ultra virtt of Provincial Legislature, and with no others.

! 7- The taxing functions of the General Assembly shall be limited to the raising of money for the fallowing purposes—that ia to say : Payment of interest and sinking fond of Cue Colonial debt heretofore incurred; cost of tae Colonial Legislature ; aB alao any deficiency which may arise in respect of the maintenance of th.i Supreme Court, postal, telegraphic, and lighthouses services.

8. With the exception of (ha Supreme Court, postal, telegraph, aid lighthouses services, tha duly of providing for and administering all other departments of government shall devolve upon the Provincial Legislatures within their respective province* ; and all Government railways already constructed and iv course of construction, nil icio.il buildtogH, ani buildicgg aot required for Colonial Government purposes, and also the waste lands of the Crown, arid the revenue derived therefrom from each province shall become the property if each j province: provided aU-aya that the waste lands shall bd held as subject to the due fulfilment of all existing contracts and 6ug»semsnt3 iv respect therecf.
