The fate of the unfortunate convict Welsh hangs in the balance, and while it does so, we think such articles as that in the Southland Times, referred to in our telegrams to-day, are unseemly. The responsibility rests with tho Governor and his advisers : when their decision is irrevocable it may be criticised, but, we think, not fairly till then, as exercise of the prerogative of mercy should certainly not be subject to newspaper clamour.
