SPECIAL TELEGRAM.

Wellington, June 30th." The followuig is Mr Batkin's letter, announcing thafSfhe Governmeut had caved in on the capitation dispute :—" Sir--fn transmitting to the Provincial account this day the amount of capitation allowance for April, payable on the 30th May, I have the honour, by direction of the Hon. the Colonial Treasurer, to explain that this payment has been withheld until now in the hope that the Treasury might be enabled to adjust the charge against the Province in respect of the interest payable under the Immigration and Public Works Act on moneys expended on the construction of the completed portion of tho Wellington, and- Masterton Railway. Owing, however, to the ambiguity of the law as to the mode of making up these accounts, and to the difficulty of reconciling the views of the Commissioners, of Audit and of the Treasury on the several points involved, it has been determined to postpone the preparation of the ace mnts and recoveries to be made upon them until Parliament shall have expressed in a clearer form all instructions in the matter. The capitation allowance for May will be paid at the due date (to-morrow) as. usual. The Post condemns the conduct of the Government as imbecile, saying that having seiz -d the money, it should have defended its position to the last. It is understood the amount due to Auckland was also paid. The Tribune is silent, not even announcing the payment. The Age's report re Sir J. Vogel's return finds general credence.
