HARBOUR BOARD.

A special meeting of the Harbour Board was held in the oflice of the Secretary (Mr J. L- Gillies) yesterday afternoon—His Worship the Mayor (in the chair), and' Messrs Tewsley, Mercer, Thomson, M'Kinnon, and Reeves being present. LEGISLATIVE COiniTTTEE. The following report was read, and on the motion of Mr Reeves, seconded byMrM'Krxxox, ifc was adopted, and resolved to for- | ward a copy of the proposed Bill to the Commissiontr of Customs. Your Committee have now to report that the Provincial Council has passed an amended. Otago Harbour Board OrdLu&uce, which, although uot altogether similar to the draft BiU prepared by the Committee and adopted by the Board, has iv it provisions for all the material points suggested by the Board. Your Committee have drafted out a Bill forthe Assembly, which they would suggest shonld be forwarded to the Commissioner of Customs^ with the request that the Government would. take it into their favourable consideration, ami, if approved, that they would introduce and endeavour to carry it through the Assembly at fts next sitting. . ; ■-. . The Finance Committee reported as follows : — Yom- Committee, recognising the necessity of increasing the ordinary, revenue of the Boar* to meet the increasing expenditure necessary to keep pace with the growing requirements of the trade of the Porfc of Dunedin, and to provide for the payment of interest on money borrowed and to be borrowed for the constructiott of wharves, docks, and other conveniences^ and for the improvement and deeiieuina of the Harbour, had an interview with His ""Honour the Superintendent on the 19th of April last, witl* the view of conferring with His Honour on the subject of increasing the wharfage dues. Oa the 22ud April a communication was received from the Under-Secretary requesting to he informed as to the extent of the proposed increase, and ou the 2Sth April your Committee submitted suggestions to the Government, which, were returned to your Committee ou the 22nd mst. w;ith a few slight alterations suggested, and with an iutimatiou that a scale of charges as now submitted to the Board for their adoption would be agreed to by His Honour the Superintendent aud his Executive. Your Committee therefore beg to recommend the adoption of the following scale-<£ charges : — ■■'-- — That,, from the date hereof, all rules aad regulations previously made for the management of the jetties and wharves within, the limits of the Port of Dunediu, or Harbour of Otago, shall cease and determine, and iv Ken. thereof the rules and regulations set out in the schedule hereto shall be made, ordained^ ahd appointed for all wharves. Jetties under the control of the said Harbour Board, viz.:—Jetties or wharves afc Jetty street* Duuedin ; jetty or wharf at Stuart street do ; do do Rattray street, do ; do do Peiichetßay, do ; jetties or wharves at Port Chalmers, other than the railway wharves. SCHEDULE.—RULES ASD KEGCLATTOXS. L The landing steps at all jetties shall be open to the pubhc, and no charge shall be made for watermen's boats plyiug to and from the said landing places. 11. The jetty dues shall be at the following rates, viz.:— Imports.—Sawn timber, 4d per 100 feetcoal, firewood, produce in sacks, ls per ton - alt other goods, 2s da * ; Exports.—Wool, per bale, Is; all other gootfe or produce exported beyond New Zealand, Is per ton. Transhipments.—All goods or produce transhipped to other ports, half rates. Stock.—Horses, ls 6d each ; cattle, Is each - sheep, lid each ; pigs, 2d each. * Storeage.—Any goods, produce, or other cargo (mth the exception of timber), occupyingthe wharves or wharf sheds for a longer period, than three days, shall pay a charge of 5s per tou per week, or for any part of a week.'! Stone.—Except by special authority, no stone to be allowed to be: landed "on the wrharf, but must be takeirfrom the ship's slings. Berthage.—Every, vessel (sailing, or steam) "trading withiii the port of Dunedm shall pay ' the rates respectively as follows: —Vessels 10 i tons register and under; lOs per quarter; 25 tons •register aud under, 20s per quarter; 50 tons register and under, 35s per quarter; 100 tons register and under, 05s per quarter. Every sail- - ing vessel trading beyond the port of Dunedin shall pay one farthing per ton net register per day or part of a day. Every steam vessel trading beyond -the Tort •of Dunedin shall pay one half-penny per ton nett register per day or part of'ft day. On all goods landed at the Railway Wharves, Port Chalmers. schedule. Imports,—On all goods, produce, or other •■cargo, ls per ton. Exports.—Wool, per bale, Od : all other goods •exported beyond the Colony, lid per ton. Transhipments.—All goods or produce transhipped to other ports, half the above rate. Your Committee has further to report that the Government having elected to recoup the Board for its expenditure in connection with ■the extension of Rattray street Wharf by a land payment, the Provincial Council passed •an Ordinance conveying to the Board four -acres, as described in said Ordinance, a copy of "which is attached. Your Committee has also to report tbat the Provincial Council by a resolution authorised the Government to hand over te the Board all ths harbour plant ac detailed in inventory." The preamble to the dr.-ift of the Bill read as follows:— " An Act to validate the Ordinance of the Superintendent and Provincial Council of the Province of Otago, entitled 'The Otago Harbour Board Ordinance, 1574," and ' Otago Harbour Board Ordinance, 1574. Amendment Ordinance, 1575,' to enable the Harbour Buard of Otngo, constituted under such Ordinance, to undertake and carry oufc improvements of the Port of Dunedin, and to construct wharves, docks, and other cou--venisnees for the trade of said Port, and to levy a rate or due upon goods imported and ■exported at such put."
