PARLIAMENTARY PROCEEDINGS IN HONOLULU.

The Legislative Assembly of the Hawaiian Island* was in session when the mail steamer left Honolulu, and we take the following items from the Pacific Commercial Advertiser's reports of its proceedings :—

The Chaplain to the Legislature having resigned, it was proposed that his place should be filled up. Whereupon His Highness W. C. Lunalilo moved, "that to save expenses, the President open the House with prayer each day." Upon a division being taken, the Rev. Mr Kapali was declared duly elected Chaplain of the House.

Tho Hon. Mr Rice gave notice of hia intention to bring in a Bill to render the proprietors of all bar rooms, or establishments where intoxicating drinks are sold to be drunk upon tho premises, civilly liable in damages for injuries done or received by those becoming intoxicated on their premises, such injuries being the natural or consequential results of such intoxication.

The Hon. Mr Kaiikaha offered a resolution to the effect that a vote <n thanks be tendered to the captain of the Nevada and the agents of the Webb lins of steamers, for the entertainment given to the members on Saturday last. Resolution adopted. The Hon. Mr Martin moved a resolution to the effect that the Sergeant-at-Arms notify the doctors in and about Honolulu that if they are called on to prescribe for members of tho Legislature while it is in session, they will be paid from the appropriation for Legislative expenses. Referred to Sanitary Committee. The Hon. Mr Komoikehuehu presented a resolution to the effect that the physicians be ordered to appear and vaccinate the members of the House now.

The Hon. Mr Carter amended by moving that a subscription be taken up to defray the expense of the operation proposed. Ilia Ex. the Minister of Finance rose to my that Dr Strehz or Dr Hoffmann would vaccinate for nothing. Indefinitely postponed. A petition was presented by the Hon. Mr Kane, from Molokai, praying that no one be appointed to a Government office who uses intoxicating liquors. Referred to Committee on Miscellaneous Matters.

The subject of Sabbath-breaking was brought uj), in the shape of a resolution of inquiry of the Minister of the Interior as to why the owners of the Webb line of steamers have not been prosecuted for coaling and discharging freight on Sundays. Upon consideration of the resolution, on the following day, The Hon. Mr Poli moved to amend it by instructing the Marshal of the Kingdom to correct all persons who violate the law. Hon. T>, Kalakaua moved to reject. Considerable time was spent in discussing the question by tho Hawaiian members, but as the interpreter did not translate any of the remarks made, wo refer our readers to the Kuokoa (a native publication) for a report of the speeches. On motion, the resolution was indefinitely postponed. On motion, tho recess was extended from half an hour to one hour. House then took a recess. His H. W. C. Lunalilo presented a resolution to the effect that the House take their lunch, &c. , at the Hawaiian Hotel in future. Resolution rejected. A petition was presented from Wailuku, that representatives who get drunk be not paid. Returned to tho member who presented. A Bill was introduced by the Hon. Mr Lonoaea to prevent any one who keeps a mistress, or is in tho habit of getting drunk, from holding a government office. The Bill was, after discussion, read a second time.
