MR. JOHN MILLAR, M.P.C.

(Per favor of lite Otaoo Daily Timks. )

To W. H. Reynolds, Esq.

Dear Sik—Being, as you aro aware, | laid up, with my leg fractured a second time, owing to having prematurely used it in attendance at the Provincial Council, I havo to object to the frco and unwarrantable use of my name in the debate last night—vide DaUy Times of this morning —to tho effect, that I "had sent to say that, if required, I would como and record my vote." Such is not tho fact, therefore tho honorable member for the Lakes must liave spoken under a misconception, seeing that I had most determinedly refused even to sign a pair. Being now convalescent, I havo every hope of being able to take my seat in the Council in a few days. In the mean time, I cannot permit the liberty I complain of being repeated. lt is well-known, that although I hold a decided opinion on a liberal administration of the " Land Laws," and tlie necessity for a judicious, and early, opening up of tho Provincial estate for settlement, 1 am also quite as sensitive upon any question affecting the prosperity, of tho working classes, or such as may retard the onward progress of our Public Works. Under a judicious system, even at the expense of posterity. I look upon " national expenditure within income as a fallacy" in a new country, where every thing has to be done, not only for tho present, but for coming generations. Public works are a consequence of, and necessary links in, the chain of civilization and settlement of any Country liko New Zealand ; they mark our social prosperity and well being amongst the nations of tho earth.—l have the honor to bo, &c.,

Millar, F.S.A., Member for the City. Dunedin, 29th May, 1808.
