The manner in which the money of the ratepayers has been frittered away in the inefficient carrying out of so-called city improvements, is a sufficient proof that a more judicious! management ii neeffsary io the future expenditure of tbe rotca. Should I h*ve_ tbe honor of being elected to the Mayoralty, it will be my aim to see the necestary work* carried out in a more effective manner than hitherto, and to entirely aboli-h the practice which has until thi* time been adopted of patching up streets and roads, inttead of forming them substantially. By the course hitherto pursued, it has been found continually necessary to vote sums of money f"r repairs to streets and roads in all parts of the city, and by this miserable expenditure a large amount of money has, in the aggregate, been wasted. Should you elect me, it will he my earnest desire t0 60 fulfil the/luiies of the office as to merit the confidence you will have placed in me. TO THE CITIZKN RATEPAYERS OF DUNEDIN. f*i ENTLEMEN—Having h«en nominated to VDT the truly important office of Mayor ot tbis City, I feel it incumbent on me to address a few words to you on the only subject touched on this morning at the nomination, viz , that of Loans, but whilst giving you my opinion thereon, I at the same time wish you distinct'yto understand thst I conßioer ih'j Mayor of a Ciiy should not be elected on account of his being imbued with any direct Political Views, but that, he should be one who. holding the reins, can guide his team, and if necessary keep them well in hand. With regard to the surjsct of Loans, I will candidly say that as ra abstract political principle, I consider that Loans for necessary, permanent, remuaerative or sanitary works, thould be encouraged, inasmuch as posterity deriving an equal advantage therefrom with ourselves should bear its due share of the o:ifriiml outlay, and thus relieve the present ratepayers from an otherwise heavy taxation. We are now commencing a new and most important era in the Municipal Government, and I trust, if you elect me as your first Mnyor, that when I retire from office, I shall have S3 few enemies as I have at present.
