Gi BNTLEMKN—At the request cf a number I of ratepayers, I have otercd myself as a candidnte for the office of Mnyor for tho city of Dasedis. Tbe tone of feeling evinced hy you in the forthcoming election for tho new Municipality is a healthy sign that tho citizens of Duuedin arc anxious to place iv office men who will worthily represent the intelligence and importance of the city. The manner in which the money of the ratepayers has been frittered away io the inefficient carrying out of so-called city improvements, is a sufficient proof that ainore judicbus management is necessary in the future ] expenditure of the rates. Should I have the honor of being elected to the Mayoralty, it will be my aim to sec tbe necessary work-* carried out in a more effective manner than hitherto, and to entirely abolish the practice which has until thi--time been adopted of patching up streets and roads, instead of formiau them substantially. By the course hitherto pursued, it has been iound continually necessary to vote sums of money for repairs to street 3 and roads iv all parts of the city, and by this miserable expenditure a large amount of money has, in the aggregate, been waited. Should you elect tue, it will he my earnest desire to so fulfil the duties ofthe oflice as to merit the confidence you wili have placed in me. TO THE CITIZBN RATEPAYERS OF DUNEDIN. aENTLFMEN— Having been notiinated to the truly important offioe of Mnyor ot this City, I feel it incumbent on me to address a few words to you on the only subject touched on this morning at the nomination, viz, tbat of Loans, but whilst giving you my opinion thereon, I at the same time wish you distinct'y to understand that I coasiuer ths Mayor of a City bhoutd not be elected on account of his being imbued with any direct Political Views, but that he should be one who. holding the reins, can guide his team, and if necessary keep them well in hand. With regard to the subject of Loans, I wiil candidly say that as an abstract political principle, I consider that Loans for necessary, permanent, remunerative or sanitary works, Bhould be encouraged, inasmuch as posterity deriving nn equal advantage therefrom with ourselves should bear its due share of the original outlay, and thus relieve the present ratepayers from an otherwise heavy taxation. We are now commencing a new and most important era in the Municipal Government, and I trust, if you elect me as your first Mayor, that when I retire from office, I shall have a3 few enemies as I have at present.
