TTICTORIA, by the Grace of Gocl of the V United Kingdom of Great Britain and Ireland, Queen, Defender of the faith and so forth,

To our trusty and well-beloved the Honorable the Colonial Secretary for the time being of our Colony of New Zealand; the Honorable the Colonial Treasurer for the time being of our said Colony ; the Honorable the Native Minister tor the time being of our -said Colony; Christopher William Richmond, Esq., one of the Judges of our Supreme Court of our said Colony; His Honor the Superintendent of the Province of Otago, and their Honors the Superintendents of the other Provinces of our said Colony; Major John Larkins Cheese Richardson, member of the House of Representatives of our said Colony, and member of the Provincial Council of the Province of Otago, in our suid Colony; James Hector, .Esquire, Medicinse Doctor; Thomas Dick, Esquire, member of the House of Kepresentatives of our said Coluny, and member of the Provincial Council of tne Province of Otago, in our said Colony; Thomas Bannatyne Gillies, Esquire, member of the House of Representatives of our said Colony; James Patterson, Esquire, member of the House of Hepresentatives of our said Colony, and member of the Provincial Council f the Province of Otago, in our said Colony; ■William Mason, Esquire, member of the House of Representatives of our said colony j Edward Bowes Cargill, Enquire, member of the House of Representatives of our said colony, and member of the Provincial Council of Otago, in our said colony; John Cargill, Esquire, member of the Provincial Council of the Province of Otago, in our said colony; feichard Bowden Martin, Esquire; James Rattray, Esquire, Chairman of the Chamber of Commerce in the City of Dunedin, in our said colony; Alfred Eccle3, Esquire, Fellow of the Royal College of Surgeons; Henry Clapcott, Ksquire; Richard Seaward Cantrell, Esquire William Hunter- Reynolds, Ksquire, Member of the House of Representatives of our said colony, and member of the Provincial Council of the Province of Otago, in our said colony ; and Julius Vogel, Esquire, member of the Provincial Council of the Province of Otago, in our said colony. Greeting:— Whereas it has been proposed that an Exhibition of Agricultural and Industrial Products and Manufactures of our colony of New Zealand, and such products and manufactures of other countries as may in the opinion of the Commissioners be eminently calculate! to be useful in the development of our said colony, should be held at Dunedin, ia the Province of Otago, in our said colony: And whereas it has been further proposed that a Commission be appointed for the purpose devising and carrying out such Exhibition : Now know that we, reposing special trust confidence in your knowledge and ability* have thought fit to constitute and appoint and by these presents do constitute and appoint you the. Superintendent for the time being of ths said Province of Ofago, President of the said Commission; the Colonial Secretary for the time being of the said colony, the Colonial Treasurer for th« time being of the said coiony, the Native Minister for the time being of the said colony, the Superintendents for the time being of the other Provinces of the said colony, Christopher William Richmond, Esquire, and Major John Larkins Cheese Richardson, Vice-Presidents of the said Commission; and James Hector, Thomas Dick, Thomas Bannatyne Willies, James Paterson, William Mason, Edward Bowes Cargill, John Cargill, Richard Bowden Martin, James Rattray, Alfred Eccles, Henry Clapcott, Richard Seaward Cantrell, William Hunter Reynolds, and Julius Vogel, Esquires, to be our Commis'ioners to devise and carry out the details necessary to faci.itate the Exhibition in Duuedin, in our colony of New Zealand, of articles the producs and manufacture of our said colony, and of such other countries as you may determine : And for the purpose of aiding you in the execution of the premises, we hereby appoint our trusty and well-beloved Thomas Dick, aforesaid to be Honorary Treasurer to this our Commission, and our trusty and well-beloved Alfred Eccles aforesaid to be Honorary Secretary to this «ur Commission : And we do by these presents file and grant to you or any three or more of you ull power and authority to carry into effect the purposes of this our Commission by all lawful ways and means whatsoever : And we do hereby authorise 4he Superintendents respectively of the Provinces of our said Colony to appoint in the Mveral Provinces local Committees of such persons as each said Superintendent may consider it expedient to appoint for the purpose of encouraging the production of articles to be exhibited, of transmitting them to Dunedin, and of conducting communication between Exhibitors and the Commissioners : And we do by these presents ordain that this our Commission shall continue in full force and virtue, and that you our said Commissioners, or any three or more of you, shall and may from time to time, and at any place or places, proceed in ths execution thereof, and of every matter or thing therein contained, although the same be not continued from time to time by adjournment.

In testimony thereof we have caused these our letters co be made patent, and the seal of oar said colony to' be hereunto affixed : Witness our trusty and well-beloved Sir George Grey, Knight Commander of the Most Honorable Order of the Bath, Commander-in-Chiefinaud over our Colony of New Zealand and its dependencies, and Vice-Admiral of the same, at the Government House at Auckland, in New Zealand aforesaid, the Fifth day of September, in the year of our Lord one thousand eight hundred and sixtythree, and in the Twenty-seventh Year of our Reign
