As the Gold Fields have given so great an impetus to our present prosperity, every encouragement ought to be givaii to their - future development by opening' up internal communication.- that is, by roads, bridges,-telegraphs, grants of ImM, or a guaranteed interest to Hailway Companies, &c. A gold field stiff, under an efficient anl comprehensive system, ought to be organised ; Otago, like California aui Australia; will require thre2 or four years to develope her gold resources. As the subject of Postal Communication between New Zealand and Britain, by way of Panama, has received considerable attention both in the Legislative Assembly and Provincial Council, I have not thu least doubt but that it will be a most material stipulation with any company win may accept the contract, that Otaco shall be the pnrt of destination ; to give strength to this it behoves us to erect lighthouses, floating docks or patent slips, and to have the harbor dre'ged, &c, &c. A measure that will require especial attention from the town members is the granting of extended powers to the Town Board, or what is more de sirable, a Corporation, with power to borrow money for city improvements. Duiiedin, has beingvery unjustly dealt with, considering the large amount of revenue contributed from the sale of town lanis, &c, about one-fourth the population of the Piovinca reside in Dunedin, who contribute to the general revenue. The wharves, jetties, and city extensions, ought to be under a Corporation.

The Province has assumed that stability and importance that permanent and substantial public buildings ought to be erected. I trust that a portion of the L5G0.000 loan will be devoted to this purpose. As we are like'.y to have a powerful and additional asreury in Britain, a fresh impetus will be given to immig ation, which ought to be encouraged by every legitimate means. There are many othersubjects that I might touch upon—such as opening up the timber districts, q atries, giving assistance and facility to home inI dustry, &c, &c. We only want men of integrity and energy who will take a pleasure in the work which they have before them. : .
