FRANCE.
The plan of conciliation proposed by the Emperor of the French to the Pope, and refused by the latter, is officially published. It implies the alternative of withdrawal of French troops from Rome. The French ambassador to Rome, M. De Lavallette, having exhausted all diplomatic means of bringing about a solution on the Roman question, will not again return to Rome.
