It was t-aid that the miners would not trust a tribunal because of what happened over the report of the Sankey Commission. That was an unfair argument, The wages and hoars recommended by the Sankev Commission were conceded, though the political matter was not dealt with. Why should not tho miners submit to the same method of settling their claims as did other great trade unions? It had been suggested that the miners should be given 2s immediately, which should be taken off if an increased output was not realised. He did not know what the miners would say to that, but there wan no indication that the Miner*' Federation would agree. Under the Sankey award the miners received an increased wage which more than covered the increased cost of living. A dis►fUteting feature was' that every increase of wages the miners had had been followed by a decreased output. Tho Government therefore desired to. give tbe miners an incentive to do their best, and bad made a generous offer. This was refused, but the Government was still open to consider every suggestion which would give a peaceful solution.
