THE APPROPRIATION ACT.

The Appripriation Bill authorises the payment of £340,000 to be distributed among the manufacturers oi butter, either for export or consumption in New Zealand. Tt also increases this year by £50,000 the annual subsidy of £25,000 made to the Railwav Superannuation Fund. The Public Service Commissioners are empowered to make special promotions in the professional and clerical divisions of the service oil the ground of special merit and ability, decision of Commissioner to be final. They mav also, for similar reasons, extend a maximum. salary by £2O per annum. This also applies to the yost and telegraph staff. . , The travelling expenses oi members ot' Parliament are fixed at £1 per da> when attending or returning from a meetiii"- of Parliament, while the members oF the Industries Committee are entitled to two guineas daily while en-c-a'.red on the Committee's business.
