Something more than the question of compulsory reinforcements was _ involved •ni the referendum. Tlie strikes and upheavals experienced are manifestations of a 1 deliberate policy aimed to destroy society as it now exists. Mr Hughes concluded that if the Government nynd it impossible to proceed with its present policy he would anpeal to the people in such a way that not a section but the whole Parliament would come bekore them.
