Mr Bonar Law's dissenting amendment was defeated by i'o9 to iM'6. London, July S. Mr Asquith, in moving to restrict the time to be. given to the Finance Bill, claimed that the Government had not been niggardly in the time allotted to measures. Air Balfour said that the. blame for the congestion of business lay with the Government, and called upon them to devise a less ruthless remedy than the guillotine. Mr.Healy declared that the-Budget having, reached two hundred millions, the Government desired to throttle the House of Commons. The division is generally regarded as% snap one, but was due to the Liberals forming the Holt cave and the law-anrl-order group, who have been active since the Ulster gun-running episode. Twenty-two Liberals deliberately abstained.from voting. The O'Brienites voted with the Opposition.
