Bill by 96 to 38. The Bill was designed to ■ reorganise the Council at Whitehall, and make h a. .statutory obligation to appoint two Indian members. The chief objection to the measure is grounded on "the contention, that the changes of the Council from an Advisory Board to an administrative body hestows. autocratic power on the Secretary of State.
