'sta«e of the Home Rule Bill was opened by Mr Sandys, who moved an, amendment directing the committee to divide the Bill into two., parts, one dealing with the Irish lailiament and the other with the constitutional alterations of the Imperial J avliament. This was negatived Hon T. moved the exclusion of Antrim, Down, Armagh, and Londonderry, from the operations or the Bill. Mr Asqnith said any practical suggestions rendering the safeguards effective would be welcomed, but he was unable to split Ireland into parts. Mr Balfour said rivter.had. no quarrel with the English Parliament, and there was.no belief in its unfitness to deal with Irish affairs.
