In a Blue Hook dealing with Egyptian affairs, Sir Kldon Gor.st declares that as far as the Legislative Council and the General Assembly are concerned, the experiment of admitting Egyptians to a larger share in ihe administration has proved a failure. Both bodies (luring tlie first half of IDIO displayed a .steadily increasing tendency to become mere instruments of nationalist- a'gitation against the occupation of Egypt-. Since November the Council had been less impracticable, and some valuable measures were passed. The failure of the experiment in the direction of selfgovernment is attributable to the Egyptians and local European colonies interpreting the concessions as weakness and as lessening the British authority. "The remedy is to teach the Egyptians that h;c don't intend to be hustled into going further and faster -in; this path than we deem well for the people as a whole." says the British Commissioner, "and .until this elementary lesson is thoroughly learned no prospect of further developing the Legislative Council can usefully ho entertained. We must persevere in our endeavor, in the case of the relations of the two races, to create a spirit of mutual confidence and -goodwill."
