The Chief Commissioner of Railways, before- the Public Works Committee, suggested' 'that'' the betterment tax, which was proposed-by Parliament, owing to the' enhanced value of land served by the railways, should be devoted to a reduction of the capital cost of the railway's- also that the railways be credited with: increased revenue derived from--the .sale.of Crown lands through which tluß.railways passed.
