WAIMATE BOROUGH COUNCIL.

(From Our Own Correspondent.) The adjourned meeting of the above was resumed last evening, there being present: His Worship the Mayor (Mr N. Francis), and Councillors Inkster, .Miller, .Jones, Cox, C'oliett. and Sanders. Councillor Manchester forwarded an apology for absence. The*M:ivor made his usual monthly statement a.s follows: — ' Receipts during February amounted to £59 5s 2<l, and expenditure was £IBO ISs 2d. which leaves the Council's bank account in credit £421 2s 7d at date. "Notice has been received from the Marine Department that' thi&: Council has been appointed by "an Order-in-Council the principal authority for the Borough of Waimate and the Makikilii, Deep Creek, and part of the •■Waihao Ridings of. the Waimate ,Qounty to conduct the election of two 'representatives to the Timaru Harbor Board. As so large a number of the county ratepayers are interested I should suggest ! that a letter be sent, to the County Council askirig.-where they would wish polling booths for the election to be located. It will also be necessary to instruct the returning officer to prepare the necessary roli for the .election. The lately compiled Borough electors' roll lips on the table, and if approved instructions must - be given for same to be signed as correct. . - "Several enquiries have .been received re the specifications for repairs to reservoir, and I hope you will be able to accept a satisfactory tender this evening, for unless the work can be proceeded with shortly it .will be impossible to; do the concrete work until after the winter.

"Mr Murray has submitted rough copies of the drainage plans and he has been instructed that the work is to be divided up as much as possible into different contracts in order to give local men every opportunity of tendering. The fullS plans and. specifications have been promised for your approval at this evening's meeting, when if approved of tenders might be called for as the concrete work for septic tanks should be commenced as earJy as possible. "On behalf of Councillors Inkster, Atwill, and myself—the sub-commiftee appointed to ' deal with this matter — I have to report that tile Government Offer for'a .chiming clock, on condition that £2OO was subscribed locally, has been accepted. It is entirely owing to the efforts of Messrs John Black, A. Adams, and A./R. Manchester that the necessary sum has been collected from the public, and the hearty thanks of all are due to these gentlemen for their enthusiasm in successfully collecting the amount-necessary to obtain such an up-to-date clock for the new post office, more. particularly at a time when it was considered impossible. Sir W. J. Steward advises that there is little chance of the clock being set going on Coronation Day, as similar clocks have usually taken from 9 to 10 months to erect—the bells having to be specially ordered from England.

"You will all be interested to hear that the supply of water at the intake shows no signs of decrease, in spite of the exceptionally dry weather recently experienced. This is the more satisfactory when it is remembered that many boroughs at the present time are suffering from a water famine." " The statement was received.

A formal resolution confirming the amendments made in the water supply by-law was passed. The district electors' roll, containing 1075 names, was certified to as correct, and adopted.

..The.Secretary to the Municipal Association' forwarded an "opinion" to the effect that female domestics at places outside the borough boundary could not claim enrolment on the ground that their parents with whom they reside while out of employment live 111 the borough. The Marine Department notified that the Borough Council had been, appointed the principal authority for the Borough of Waimate, the Makikihi and Deep Creek Ridings of the County of Waimato. and that part of the Wailiao Riding of the same county within the Tin: an I Harbor District, and that it would be required to conduct ail election for the return of two members to tlio Tiniaru Harbor Board. The returning officer was instructed to prepare a combined roll and take all necessary steps," tllfc': County Council to he asked to name the polling places which would best suit their electors.

Mr N. Francis was appointed a member of the Tiniaru Harbor Board, in place of the late member, Mr J. Manchester, deceased. A quantity of correspondence from Sir W. J. Steward ro the clock and chimes was received.

Messrs J. Black, A.- Adams, and R. Manchester wrote that they had collected the sum of £IOO towards the cost of chimes for the town clock, and asking directions as "to what should bo done with the money.—Resolved to thank the gentlemen for their great assistance, and the Finance Committee was authorised to open a separate bank account for the chimes fund. The School Committee wrote thanking the Council for the use of the Park for the garden party, and also for the use of the Hall.—Received.

The Swimming Club asked the Council to subscribe the cost of erecting seats at the baths to the extent of £5. —Referred to the Building tee witli;-power to act. It was resolved to close the baths for. the season on the 31st instant unless the Water Committee consider it advisable tty.extend,the season for a week or so.

Dr Barclay and Mr. J. Sinclair, exmayors, wrote consenting to present photos to the Council. —Received. Temuka Borough asked for information as to water supply by-laws, etc. — :Thc Clerk reported' having supplied the required information. A petition was received from several residents ill High street asking for an extension of the drainage area. —Resolved to*rhear any objections' to the proposed extension at the next meeting of the Council. An application for an extra lamp in Shearman street was referred to- the Lighting Committee, and an application for a billiard-saloon license was held over for a police report. The Clerk reported that an account rendered the County Council had been paid less £2 3s 6d without any official reason being given. An. amount of £l' ls"9d was afterwards received, making an outstanding balance of £1 Is 9d: —Resolved to ask the County Council for an explanation. The following tenders ior repairs _to reservoir ■'were " opened: L. Mills (Christohurch), £668 5s 4d; Bryce Bros. (Waimate), £862 9s 6d; Watson Rhodes (Dunedin), £1225. —The lowest tender was accepted. Mr Murray, engineer for the drainage, was. present and submitted plans for the work. These were referred to tlie Sanitary Committee to consider and report to a special meeting of the Council to be held on ■, Friday, 24th inst. Accounts amounting to £75 6s 6d were passed for payment. .
