FREE PASSES ON.'-MAIL TRAINS. (Per Press Association.) ' ■.--.: Wellington, December 20. ; The Minister, of Railways, the Hon. J. A. Millar, replying to representations made by Messrs Wright, Fisher, and Herdnian, M.P.'s, on'tho question of, railwaymen using their free passes between December 16 and January 3 on iinail trains (which they arc debarred from doingi, says: "Railway passes are not available by express trains, and have not been for years. They wore discontinued owing to continued complaints from the public, who said they wore crowded out by free-pass holders. All passenger trains othcK than express trains arc open to them. I regret it is impossible owing to the largo number of railway employees entitled to passes (which is largely in excess of the number when it was stopped) to permit the men I ravelling by express trains during the. rush of holiday traffic."
