of the cost of asphalting as proposed.— Received. , Mr T. F. Mai tin, counsel to the Municipal Association of New Zealand, gave his opinion legardiug the supply "of ga.s outside the district. In his opinion, a person outside the borough (.MiiioD compel the Council to supply lm:i at the "usual piieo tor the lime bi'iiig diaiged by %he Council inside the . borough. Under the Municipal Corlui.vtions Act a council, if it establishes g„s v.oiks, is required to supply gas til applicants .within the borough residing within 100 yaids of any mam gas pipe. The council is by the same Act empowered to supply person? outside ■ the borough upon such terms as may be ' agreed to. Though this optional clause as i elating" to outside the boiough is m conflict with the Gas Supply Act, 1908, counsel held that the Municipal Act overrides the Gas Act. Therefore the Council is rot bound to supply gas outside the borough.—Received. < Mr Norman Lane wrote complying ] with conditions and agreeing to charges . in connection -with water supply.—Re- | ceived and agreed to. Tt was t stated that the horses caused considerable annoyance by stamping their feet and disturbing meetings. Also flics : swarmed round and many came in j through the "windows which were opened ( for ventilation. —The matter was lelt in . the hands of the Chairman of the Works Committee and the Engineer to deal as 1 best they can with the nuisance. i -J. Mainland applied for a reduction of rates for two shops on section 13, block 27, Wansbcck street, as the shops were unlet. —Mr Rule certified that the pioperty had been unoccupied for the past six months, and the reduction was granted. " The report of the Finance Committee, recommending for payment accounts amounting to £372 14s 9d was adopted The Waterworks Committee reported. Tlmisdaj (half-holiday), at 1 p.m., and Saturday, at 10 p.m. A resolution was adopted by the Council authorising the Town Clerk to ceitifv that the signatories to the peti-

tion were a majority of the hairdressers and tobacconists trading in the townt I Mr Peter Williams made application for an auctioneer's license, which the Mayor was, by resolution, empowered to grant. Building applications were made and granted as follow: —Tarrant and, Harris, dwellinghousc in wood on section 19, .block S4, Lune street; same, dwelling in wood on section 8, block 74, Hull street; James Tait, cottage in wood and -iron ou section 32, block .4, Humber sticet; J. M. Foirester, additions to residence for Mr R. C. On the motion of Councillor Miller the matter of having the willows in the gardens bordering on Severn street cut was referred to the»Gardens Committee with power to act. The mover sa.id that owing to the obstruction! of the view a vehicle coming round from Cross ' Lane was liable to collide with a! vehicle coming down Severn street. The Gardens Committee was ialso requested to consider the matter of making better provision for the accommodation of the birds. - The Engineer reported as follows: "I have to report le proposed cxtcn- , sion of Severn street bridge, that I had borings put down at five separate , places—viz., three being on tta* upper . "or western side and two on the louei I qr eastern side of the present st.-u'-tuie "the result of which goes to th.it 'the surface of the strata l\m« undci- ', ,neath the bed of the creek is practioalh 1 ?level over the site of the proposed pxLitension. and that a good foundation sWyv-s,.

' c-\ists at a depth of 71t to 7ift below the present water level, so that for the proposed extension of 16ft (unless more trouble may occur in getting in the foundations than is at" present anticipated) the former estimate should .suffice. . •

'T would"~alsfi draw the Council's attention to the necessity o.f having the tw'o sewers (northward of the mole) expended seaward another 20ft at least, as owing to the accumulation of shingle the outlets arc continually being covereel up, and also suggest that a larger pipe bo laid down, from -the present terminus of the. 24-inch sewer (in lieu of the existing pipe), as I understand that the dredging "spoil will.be deposited over that part of the foreshore, in which event the work of laying down the pipes would be less expensive if done previous , to the spoil being put down. '"I would also recommend that about 400 cubic yards of beach shingle be procured for those streets where new formation has been done —viz., Ouse and Aln,- Tweed and ,Tyne. - "The four chains of new channelling required to .complete the frontage of block 2, in Tync street, has now' been laid down, and will be a great improvement on the former condition of things ill that locality.' "The number of day. men employed is as follows: Ten day men. two carters, one grubbing, etc.'"' It was decided to obtain the shingle as recommended, and the remainder of the report was referred to the Works Committee.

On the motion of Councillor Grave, .the matter of making a side-track at that portion of Severn street in the vicinity of the railway crossing was referred to the Works Committee 'with power to act. Councillor Grave stated that the tracks were necessary to enable cyclists and motorists to draw oft the road to" avoid collision with a train.
