The Shipping Gazette says the Commonwealth's Navigation Bill might properly bo described as a;Seamen's Relief gill, as it comes largely 'to the rescue 0 f seamen, afloat, and to the assistance 0 f wharf laborers ashore, chiefly at the expense of shipowners' interests.

The s.s. Ngatoro, after unloading 600 tons of coal at Oamaru, left yesterday afternoon for Wellington to complete discharging. From "Wellington she goes to Greymouth for a further cargo of coal. The s.s. Wanaka is advertised to sail from Oamaru about October 14th for Auckland, via ports. , A private message received in Sydney states that the well-known German steamer Germania, due at Sydney next month, picked up. 11 shipwrecked sailors three days after leaving Hongkong for the New South Wales port, via the South Sea Islands, and landed them at Manila. The unfortunate, but nevertheless lucky, seamen were survivors of the Norwegian fishing trawler Bertha, bound from Hongkong to Japan, which went on the rocks of Barras. The rescued sailors were Captain Iversen and three Norwegian sailors, five Japanese, and two Chinese sailors. The Japanese sailors were taken in charge by the Japanese Consul at Manila to be sent home at the first opportunity. The Chinese sailors were sent to the detention station by the Customs authorities, and the Norwegian sailors are being cared for at the San Fernando mess '' pending advice from their Government.

The Rev. D. C. Bates telegraphed at noon to-day as follows: —Southerly winds strong to gale; expect showery and changeable weather, and probably a very cold night; glass rise; tides good; sea moderate.

(Peb Peess Association.) Wellington, October 5. Tho Rev. D. C. Bates' summary and forecast are: Westerly winds strong to a galo havo prevailed and are now changing to southerly about Foveaux Strait. Tho barometer has fallen everywhere, and very low in the extreme south, though it has now commenced to riso there. Rain has fallen in many parts of the country, but dry oppressive northerly winds have been experienced in Huwke's Bay and on the Canterbury Plains. The present indications are for 'ligh westerly and southerly winds, cold ad stormy weather probable generally, ieavy rain on the West Coast, and snow in the higher levels on all the western »ast. The barometer will probably rise soon everywhere.

Gore, October 6. The weatlier was very cold yesterday and to-day. Four inches of snow fell early this morn ing ; but disappeared by ::oun. Westerly winds and rain make a flood probable. The weatlier is very severe on the young lambs. ,

Dunedin, October 6. Tlio weather is quite wintry and threatening snow. The thermometer reading is the lowest recorded for years.
