A Bill, based on tile recommendations of tlie Committee under Baron Gorel, of Brampton, adopts tlie British Prize Court procedure. The requirements oi : the International Court of Appeal will he established at tlie second Hague Conference. An appeal now lies to the Judicial Committee of the Privy Council, namely, tlie King in Council, inasmuch as it is impossible to permit of an appeal from the Sovereign's decision to a tribunal composed of representatives of other countries. Tlie Bill substitutes for the present appellate tribunal a Supreme Prize Court, composed of specially nominated members of the Judicial Committee.
